Five Eyes: United States, United Kingdom, Canada, Australia, New Zealand
Nine Eyes (adds): France, Denmark, Netherlands, Norway
Fourteen Eyes (adds): Germany, Belgium, Italy, Spain, Sweden
These alliances focus on high-value targets: multimillionaires, insiders, or national security threats—not everyday users.
VPNs headquartered in these jurisdictions can face legal pressure to cooperate with authorities.
However, VPN providers with no-logs policies, especially those using RAM-only servers, have no data to hand over.
Singapore, while a strong surveillance state, is not part of these Eyes alliances, offering some jurisdictional distance.
No logs + no fishing = peace of mind. Even under pressure, many VPNs cannot expose your activities because they simply don’t keep records.
